Who must file this? Organizations reporting more than $10,000 on Part 4, line 11a (gross income from fundraising events) or Part 5, line 11e (professional fundraising expenses).

  • Oddly, an organization can raise millions in contributions and NOT be required to complete this schedule so long as special events and professional fundraisers are not used. Should completion of Part I of this schedule (dealing with agreements with related parties) be expanded to include ANY organization raising more than some threshold?
  • Should Part III, Gaming, which is a distinct activity from fundraising, be placed in a separate schedule?
  • Part I, line 1a. Some experts have suggested that the first question (1a), which asks users to check boxes that identify the types of fundraising they engage in, is too broad. For example, virtually every organization sends out at least one letter that that qualify the organization to check the "mail solicitation" box. There are presently no instructions for this question. Instructions or further guidance on the form itself should be added to clarify what, if any, thresholds are to be used.
