I believe the goal was to eliminate potential discrepancy between when an org. reported the number of employees (e.g., March 31, 2005) and its fiscal year, which might not overlap. For example, the Tax Year 2005 form asks for the number of employees in MARCH 2005, yet an organization with a 7/1/2005 - 6/30/2006 fiscal year would need to use this form, although March 2005 is outside the 7/1/2005 - 6/30/06 fiscal year. - Tom Pollak 09:51, 2 July 2007 (MDT)
